Lowell is Phoebe's friend from her days on the street. He was portrayed by Kyle Gass in "The One With The Mugging".
Lowell tries to mug both Ross and Phoebe at gunpoint, and Ross irritates him by failing to find his wallet at first, forgetting which pocket he'd put it in. Then he and Phoebe recognize each other and the would be mugging turns into a friendly reunion instead. When Phoebe says she can't believe Lowell is still out mugging, he counters by saying that at least he quit smoking.
